Purpose:

Officers are currently working on the Darlington Transport Strategy, the Town Centre Transport Plan and the Darlington Parking Strategy. This will lead to a parking policy which will detail the charges and arrangements for town centre residents. This is not expected to be in place until the next financial year.

Therefore, it has been decided to implement a transitional arrangement prior to the permanent TRO scheme coming into force. Residents who live within the Town Centre and have no allocated parking associated with their place of residence will be able to apply for a parking permit for the Feethams Multi Storey car park. The charge for this permit will be £350 per annum. Residents who have paid the previous charge of £700 per annum for 2021/22 will be entitled to a partial refund.

Decision:

To reduce the payment for Town Centre residents to park in the Feethams Multi Storey car park to £350 per annum.

Reason
To support Darlington Town Centre and encourage urban living.

Charge to remain at £700 per annum until Darlington Parking Strategy is implemented.
