Request to waive contract procedure rules in
respect of a shared services contract to manage the Darlington
Schools PFI project on behalf of Darlington Borough Council.
That the contract procedure rules be waived in
respect of the shared services contract to manage the Darlington
Schools PFI project, for 18 months with an option to extend on a
year by year basis for a maximum of eleven years, at an annual cost
of £11,000.
Reason - Sharing services with local authority partners is outside
of Public Procurement rules, however services are to be contracted
to ensure service levels are met. Redcar and Cleveland Borough
Council have existing experienced resource and this is the best
value approach.
No other alternative options were
considered.
