Reforms to Adult Social Care - Update

Verbal Update from the Assistant Director, Adult Services

Minutes:

The Assistant Director, Adult Social Care, provided Members with an overview of the Health and Care Act 2022, and outlined the reforms that were taking place in Adult Social Care. The Assistant Director, Adult Social Care, provided information in relation to the new regulatory framework and advised Members that the implementation of the charging reforms had been deferred until 2025.

 

Members were advised that the new inspection arrangements would commence in September 2023.

 

RESOLVED – That the update be noted.

Members gave consideration to Work Programme items scheduled to be considered by this Scrutiny Committee during 2023/24, and to any additional areas that Members would like to be included.

 

Members agreed to scrutinise transitional services in respect of SEND in terms of the support available for parents (with a proposal for a joint piece of work with the Children and Young People Scrutiny Committee); to receive an overview of the new legislation as regard coercive control and the Domestic Abuse Policy; and to look at the services that provide life quality for elderly residents (potentially as an extension of the Loneliness and Connected Communities Task and Finish work).

 

Members were keen that the Autism Update was not lost from the Work Programme, with the expectation that an update be provided to the next meeting.

 

Members also requested an update on the Substance Misuse Service (STRIDE) following the presentation to this Committee in February 2023, and asked for an overview of the Adult Social Care budget, highlighting in year pressures.   

 

RESOLVED – That the Work Programme be updated accordingly.
