That the contract procedure rules be waived
and direct contract award be agreed to Durham County Council in
respect of a shared service agreement with Durham County Council
for the provision of a Home Improvement Agency for a contract
period of 4 years at a cost of £480,000.
Reason - Soft market testing has been carried out and it is
unlikely that there are any other providers of this service in the
area.
