This report updates Cabinet on progress in
relation to the delivery of the Tees Valley Combined Authority
business case for the airport and requests shareholder consent to
enable TIAL to progress a joint venture for the development of the
Southside in line with that business case. As a minority
shareholder, consent is required to enable TIAL to enter into any
partnership, joint venture or profit sharing arrangements if this
is outside the normal business of the airport as a commercial
airport.

Under Regulation 5 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information (England) Regulations 2012 the Council is required to give 28 days’ notice if it intends to hold a meeting of the Cabinet in private or partly in private. This is required on occasions where there is a report which contains information exempt from publication. The public may make representations about why the meeting should be held in public.
