Request to waive contract procedure rules in respect of the extension of a contract for supported living for young people leaving care.
The contract was awarded following a full open procurement exercise in 2015. The service provision is the only commissioned home for young people leaving care in Darlington and forms an integral part of the accomodation and support options for young people.

That the contract procedure rules be waived in respect of the contract with Keys Group for supported living for young people leaving care, at an annual cost of £82,000 for an extension period of 18 months.

Request to waive contract procedure rules in respect of a placement at Wings School. The compliant process (NE12) failed to identify a placement.

That contract procedure rules be waived in respect of a placement at Wings School, at an annual cost of £175,000 for a period of three years.

Reason - The usual procurement process cannot be followed as this is the only placement that can meet the needs of the service user.

Request to waive contract procedure rules in respect of a day placement at Hartwell School, for a service user with social, emotional and mental health needs. The compliant process (NE12) failed to identify a suitable placement.

That contract procedure rules be waived in respect of a day placement at Hartwell School, Witherslack Group, at an annual cost of £65,000 for a period of four years.

Reason - The usual procurement process cannot be followed as this placement is the only placement that can meet the needs of the service user.

Request to waive contract procedure rules in respect of day placement at ALD Group, for a service user with social, emotional and mental health needs.
The compliant process (NE12) has failed to identify a suitable placement.

That contract procedure rules be waived in respect of a day placement at ALD Group, at an annual cost of £123,000 for a period of four years.

Reason - The usual procurement process cannot be followed as this placement is the only placement that can meet the needs of the service user.

To approve request for transfer of 52sqm of land, which was reserved when Moffat Close was developed to be used as a childrens play area. Request for land use to be changed to garden land and and be transferred to the current owners of 20 and 21 Moffat Close.

To approve the transfer of land to the current owners of the two properties subject to planning permission being obtained by the applicants for a change of use to garden land.
The land has not been used as a play area for many years and is in an inappropriate hidden location for such use.
